The starting point is of course, is checking all the normal credentials like CSLB, insurance and references. But equally important is deciphering whether he is a good craftsman or not. If he is following the industry standards, he is falling way short of good craftsmanship.
Consider that these same industry techniques are what brought you to the point of making this phone call.
Some of the red flags that I see in advertising are as follows:
1) Advertising for a trade that they are not properly licensed for. See "The right contractor’s license".
2) False reviews.
3) False or exaggerated claims, i.e. years in business.
4) Using terms like: "combined years of experience". The aggregate years of experience, of multiple individuals is irrelevant.
5) The most important credential is not how many years, but the quality of craftsmanship or techniques used during the years of experience. If a contractor uses poor techniques or a lack of understanding of his craft, the quantity of years are irrelevant.
CONSUMER TIP 1: Don't hire a drifter with no address! Make sure that you have enough information on him that you could sue him if he messes the job up. (Address, license, legitimate company name, reviews, etc...)
CONSUMER TIP 2: MAKE SURE HE HAS WORKERS COMP!!!
• Injuries are common in the construction industry.
• Dangerous tools such as large saws are in use.
• The use of ladders and heavy lifting is required.
• With so many injury lawyers advertising on bill boards and such, injury fraud is a legitimate concern. a worker can fake an injury and an Attorney will sue the not only the contractor, but also the property owner of where the job is located.

CONSUMER TIP 4: Beware of improperly licensed Laguna Niguel contractors on Yelp, AngiesList, Facebook and Nextdoor! With popularity of these forums, Contractor fraud is prevalent. By my estimation, 25-40% of these profiles here are from improperly licensed companies or individuals, illegally providing Pergola/Patio Cover services, which promotes poor workmanship and puts the customer at risk.
